Mark Sarro is a co-founder and Managing Director of Watermark Economics. He focuses on the financial aspects of energy- and carbon-related business, investment, and strategic decisions. His clients include litigators, policy makers, entrepreneurs, investors, and business leaders.

Mark specializes in constructing complex financial models to analyze prices, business practices, economic incentives, public policies, and market values. Much of Mark's work involves markets for conventional and renewable energy, and allowances for, or offsets of, greenhouse gas emissions. This work usually is done in the context of market transactions, strategic planning, regulation, or litigation. In addition to energy and carbon markets, Mark has done substantial work involving financial markets, securities litigation, and wireless telecommunications.

Mark has over ten years of experience as an economic consultant with international firms in the Boston area. Most recently, he was a director in the North American advisory practice of Point Carbon. Mark is experienced and highly skilled at managing quantitative analysis and expert testimony for business and litigation. He also has submitted expert testimony in state and federal court and has testified on policy matters.

Mark holds a Ph.D. in Economics in the fields of public finance and monetary economics from Boston College, where he also researched banking and public policy issues, and taught economics courses. He also holds a BA in Economics from Fairfield University, magna cum laude, with a minor in Politics.
